Ryan D. Lizanecz

AREAS OF EXPERTISE:

As a member of the firm’s Government Services Practice Group, Ryan plays a crucial role in navigating the intersection of land use, zoning, and local government.  Ryan has collaborated with both municipal and private clients, offering guidance on a wide range of complex issues, including zoning and land use regulations, permitting processes, ordinance drafting, administrative appeals, charter amendments, elections, and environmental concerns.

A native of Portland, Maine, Ryan’s interest in law and policy began early in his life. He earned a degree in Political Science from Bates College, where he was awarded the Garold W. Thumm Prize for his outstanding senior thesis and research. Ryan continued his academic journey at the University of Maine School of Law, where he earned his J.D. with a certificate in Environmental and Oceans Law.  His dedication to municipal law was further recognized with the Shur Frinsko Award for Municipal Law and Local Governance, awarded by the faculty.

Ryan’s commitment to local government, land use and zoning issues extends beyond his legal practice. He served on Portland’s Charter Commission from 2021 to 2022 and currently serves on the City’s Zoning Board of Appeals.  During law school, Ryan also interned with the Maine Department of Marine Resources and Maine Audubon, where he gained valuable experience at the crossroads of environmental law, policy, and land use.

“My passion for public service is complemented by my work with private clients, where I leverage my expertise in municipal law to navigate complex land use and zoning challenges, helping clients achieve their goals while ensuring adherence to local regulations.”

Outside of his legal practice, Ryan cherishes spending time outdoors, exploring Maine’s natural beauty, and traveling whenever possible. He lives with his partner and three cats in Portland’s West End.
